Owner's Engineer (Deep Seaport & SEZ)

Job Description:

Position Summary

Responsible to conduct independent due diligence, validate the project's viability, and mitigate risks to ensure it is robust enough to secure Project Financing. Act as a technical advisor and representative of the owner, providing expert third-party consulting services.

Responsibilities

  • Evaluating proposed feasibility reports and designs by Consultant and advice most suitable options
  • Peer review the engineering designs for deep sea port infrastructure and SEZ to ensure they are appropriate for the project’s long-term goals and international standards
  • Overseeing necessary site investigations, including geotechnical, hydrographic, and environmental surveys, environmental and social due diligence comply with the international standards
  • Verify cargo flow forecasts, demand analysis, competitor analysis, and trade trend assumptions used in the financial model to evaluate the project's IRR and attract private sector participation
  • Developing an integrated project schedule, independent cost estimates CAPEX & OPEX and preparation of EOI, request for proposal documents, evaluating bids for engineering, procurement, and construction (EPC) contracts
  • Identify potential technical, environmental, and financial risks; propose mitigation strategies to satisfy private investors and
    multilateral lenders (e.g., ADB, World Bank, Potential Lender Countries’ Financial Institutions)
  • Serve as a communication bridge between the owner, design consultants, and other stakeholders, providing concise and
    objective progress reports

 

Job Requirements:

Required Qualifications & Skills

  • Master's degree in Marine/Civil/Structural/Harbor/Ocean Engineering or a related field, Project Finance/Business Management is highly preferred
  • Minimum 10-15 years of experience in large-scale port/maritime infrastructure projects, with demonstrated experience in both design and feasibility study phases
  • Experience in project finance and developing bankable models for the infra projects especially SEZ and Deep Seaport (Prefer proven track record in similar project)
  • Strong knowledge of marine engineering principles, port master planning, structural analysis for port structures, and a sound understanding of safety protocols in maritime operations
  • Strong written and verbal communication skills in English, with the ability to explain complex technical issues to non-technical stakeholders
