Senior Contracts & Commercial Manager

Job Description:

Position Summary

Responsible to lead the full contract lifecycle for integrated portfolio, which includes a Special Economic Zone, Deep Seaport, Power Plant and related infrastructure projects.

Responsibilities

  • Draft, review and negotiate commercial agreements, concession agreements including feasibility study to EPC contracts with contractors, MOU, MOA with potential partners, investors and the ministries
  • Identify and mitigate commercial, legal, and operational risks, lead change order management and navigate complex claims, amendments, and dispute resolution processes
  • Evaluate contractor performance against contracted Service Level Agreements (SLAs) and Key Performance Indicators (KPIs) to ensure strict budget and schedule compliance
  • Ensure that all the contracts are compliant with environmental, safety, SEZ Law and government regulation as well as designs are met with local, international standards and master developer’s guidelines
  • Establish, document, and implement Standard Operating Procedures (SOPs) for incoming SEZ investors covering land leasing, utility connections, and operational compliance
  • Lead contract clarification meetings and drive dispute resolution protocols to avoid project bottlenecks or litigation

 

Job Requirements:

Required Qualifications & Skills

  • Bachelor’s degree in Quantity Surveying, Law, Engineering, Business Administration, Project finance, contract management or a related commercial field
  • Minimum 10 years of progressive experience in contract management, specifically infrastructure engineering, port construction, power plants, road and railway link projects
  • Deep, demonstrable expertise in international construction frameworks (e.g., FIDIC Silver and Yellow books)
  • Strong understanding of Southeast Asian infrastructure markets, particularly Myanmar's legal and investment landscape
  • Exceptional commercial awareness, persuasive negotiation capabilities, and a structured, analytical approach to dispute resolution
  • Fluency in English and Burmese is highly preferred for seamless local and international stakeholder communication
