General Manager, Power Plant Projects Development

Job Description:

Position Summary

Responsible to drive the development and financial structuring of our upcoming Hydro/Thermal/ Renewable power plant projects. Bridge the gap between technical engineering, economics, and environmental compliance, ensuring the project transitions smoothly from initial scoping to bankable execution.

Responsibilities

  • Collaborate with foreign consultants/ engineering teams to evaluate optimal technology configurations, plant layouts and expert advice for Myanmar Power System (including transmission line, technical & commercial data)
  • Lead the preparation and management of comprehensive technoeconomic feasibility studies, including CAPEX and OPEX modeling, and Levelized Cost of Energy (LCOE) calculations
  • Build robust financial models to evaluate economic viability, return on investment (ROI), and potential project risks (regulatory, commercial, and technical)
  • Coordinate the scoping and management of Environmental and Social Impact Assessments (ESIA) to ensure compliance with local and international lender standards (e.g., IFC, World Bank)
  • Lead PPA negotiations, and interface with regulatory bodies (e.g MOEE), IPP (Independent Power Producer) bidding and potential investors
  • Draft finalize comprehensive feasibility reports, technical specifications, and tender/bid documents

 

Job Requirements:

Required Qualifications & Skills

  • Bachelor’s or Master’s Degree in Electrical/Mechanical Engineering, Energy Economics, Project Finance, or a closely related field
  • Minimum 8-10 years of professional experience in power project development, consulting, or as a lender's engineer
  • Proficiency in OEM knowledge, energy modeling and advanced financial/economic analysis tools
  • Strong understanding of PPA structures, EPC (Engineering, Procurement, Construction) contracting, and power market dynamics
  • Excellent technical report writing and presentation skills in English
  • Local language proficiency is highly desirable to communicate with related government authorities and MOEE
