General Manager, Deep Sea Port Project Development

Job Description:

Position Summary

Responsible to spearhead the comprehensive feasibility and master plan for a mega-scale Deep Sea Port Project situated within a prominent Special Economic Zone (SEZ) in Myanmar.

Responsibilities

  • Collaborate with Foreign Consultants to analyze conceptual Deep Sea Port Infrastructure, port designs, terminal configurations (container, bulk, liquid cargo), quay wall structures and SEZ integration
  • Build robust financial models to evaluate economic viability, including CAPEX and OPEX modeling, return on investment (ROI), and potential project risks (regulatory, commercial, and technical)
  • Evaluate bathymetric data, soil mechanics, capital dredging requirements, siltation, and navigational safety in coordination with international marine consultants and prepare specifications for EPC tender/bid documents
  • Assess multimodal transport corridors linking the Deep Sea Port to the internal SEZ industrial zones, to Cross Border Highway and rail networks to ASEAN mainland countries
  • Identify and mitigate technical, social, and environmental risks, ensuring strict adherence to international standards (e.g., IFC Performance Standards, Equator Principles, MARPOL) and regulations of the Port Authorities and MONREC
  • Coordinate data-driven feasibility reports and present high-level technical briefs to government ministries, SEZ committees, partners

 

Job Requirements:

Required Qualifications & Skills

  • Bachelor’s Degree in Civil Engineering, Coastal/Marine/Harbor Engineering, Port Planning, Project Finance, or a related infrastructure discipline, Master’s Degree or Professional Engineer (P.E.) status is highly preferred
  • Minimum 8-12 years of experience in port development, with a definitive track record of delivering successful feasibility studies for deep sea ports, ideally associated with SEZs or industrial hubs
  • Deep understanding of modern port operations, dredging technologies, maritime logistics, and global supply chain dynamics
  • Familiarity with international maritime regulations and specific experience navigating Myanmar’s regulatory landscape
  • Native or business-fluent English is mandatory, exceptional report writing skills and the ability to negotiate with diverse international stakeholders are essential
