Resource Mobilisation Manager

Job Description:

Position Summary

Responsible for overseeing all grant fundings for the organisation and facilitating the funding approval process for project resources. The role also ensures the donor-compliant design and timely submission of concept notes and proposal packages.

Responsibilities

  • Develop and lead implementation of the Country Office funding strategy to diversify and strengthen funding sources
  • Build and maintain strategic relationships with institutional donors, donor governments, UN agencies, multilateral institutions, embassies, foundations, INGOs and National Offices to strengthen positioning, influence and funding opportunities
  • Lead donor intelligence, opportunity mapping, and strategic positioning to maximise funding opportunities
  • Identify and prioritise strategic funding opportunities aligned with the Country Strategy, and lead the development of high-quality, evidence-based, donor-compliant concept notes and proposals
  • Ensure integration of gender equality, child protection, safeguarding, inclusion and humanitarian standards in all submissions
  • Oversee proposal development processes, ensuring quality assurance, internal approvals and timely submission
  • Coordinate development of donor pitches, presentations, and capability statements
  • Monitor donor trends, funding landscapes, and emerging opportunities to inform strategic planning
  • Coordinate consortium development processes, including partner mapping, selection, teaming arrangements, governance structures, and partnership agreements
  • Facilitate partner assessment, due diligence, and partnership management processes in accordance with organisational policies
  • Ensure compliance with donor regulations, internal policies, funding approval processes, and contractual obligations
  • Oversee cost recovery principles and ensure financial sustainability across proposals and awards
  • Strengthen organisational learning and feedback loops to improve proposal quality and success rates
  • Lead and develop the RM Team while promoting effective collaboration across programme, finance, MERL, communications, and operations teams
  • Foster a culture of accountability, innovation, inclusion, and continuous improvement

Job Requirements:

Required Qualifications & Skills

  • Master’s degree or equivalent experience in International Humanitarian/Development, Business Administration, Social Sciences, Public Policy, or related field
  • 8–10 years of progressively responsible experience in resource mobilisation, fundraising, grants management, or strategic partnerships in an INGO/UN or similar environment
  • Proven track record of securing institutional funding from bilateral, multilateral, and philanthropic donors
  • Experience leading complex proposal development processes and consortium bids
  • Strong knowledge of donor compliance, grant management, and cost recovery principles
  • Demonstrated leadership experience managing teams and contributing to senior management decision-making
  • Strong commitment to gender equality, safeguarding, PSHEA, and inclusion
  • Strong negotiation, facilitation and influencing skills
  • Strong proficiency in spoken and written communication
  • Ability to work in a multidisciplinary and multicultural environment
