Procurement Director

Responsibilities

• Ensure all sourcing decisions deliver optimal cost, quality, and timely supply
• Establish annual procurement goals, KPIs, and savings targets aligned with corporate plans
• Lead the introduction of automation and ERP-based procurement to improve efficiency and transparency
• Uphold zero-tolerance policy on bribery, corruption, and conflict of interest
• Oversee supplier evaluation, performance reviews, and requalification processes
• Lead contract negotiations to secure best commercial and risk terms
• Ensure contracts comply with company standards and regulatory requirements
• Oversee end-to-end procurement for CAPEX and OPEX needs across all regions
• Approve major tenders, purchase orders, and framework agreements within delegated authority
• Build staff capabilities through targeted training in negotiation, contract management, and ethics
• Encourage collaboration with Finance, Technical, and Supply Chain teams to optimize efficiency and value
• Conduct market intelligence and benchmarking to ensure competitive pricing and supplier diversity
• Drive process improvements and contribute to policy and system enhancement

Job Requirements:

Required Qualifications & Skills

• Bachelor’s degree in Business Administration, Engineering, or Supply Chain Management
• Professional certification such as CIPS, CPM, or CPSM strongly preferred
• Minimum 12 years’ experience in procurement or supply chain management, including at least 5 years at senior leadership level within telecom, infrastructure, or energy sectors
• Demonstrated experience managing high-value contracts and complex supplier networks
• Proven commitment to ethical conduct, governance, and compliance excellence
