Deputy Program Manager (Education)

Job Description:

Position Summary

Responsible for managing all aspects of field implementation of the education in emergencies projects in Rakhine State and ensure that the projects are well planned, technically sound, evidence- based, monitored and evaluated. Play a key role in developing and implementing the education in emergencies program strategy in all target locations focusing on ECD, basic primary education, non-formal education and pre vocational training. Develop the capabilities of field staff and partner to support the achievement of education in emergencies programme goals per the Country Strategic Plan (CSP).

Responsibilities

  • Lead all technical aspects of the education in emergencies programme including curriculum design, training, technical support services
  • Manage all aspects of implementation of education in emergencies projects in Rakhine State (e.g., community mobilization and recruitment) to achieve intended per donor agreements and manage project staff
  • Coordinate partner relations and provide technical and other support as needed to ensure smooth implementation
  • Monitor and evaluate project activities in collaboration with external consultants as needed
  • Represent the organization in various forums and coordination meetings at township and state levels
  • Draft quality reports (monthly, quarterly and annual reports) in a timely manner in coordination with the M&E team
  • Develop and manage budgets and ensures compliance to the organization’s accountability standards
  • Develop detailed implementation plans together with Project Managers, Program Unit Manager and partners
  • Ensure the delivery of education in emergency programs and activities in accordance with safeguarding policies, procedures and guidance
  • Design and deliver project activities in line with the safeguarding standard delivering safe programming and influencing work
  • Create a safe and supportive environment for all community members, particularly vulnerable groups such as women, children, and LGBTQ+ individuals
  • Promote the importance of safeguarding and PSHEA to colleagues in other organizations and children, their families, beneficiaries, and the wider community
  • Ensure that staff understand their role and responsibilities for safeguarding and PSHEA and manage performance accordingly

 

Job Requirements:

Required Qualifications & Skills

  • Bachelor’s degree, ideally in a subject related to early childhood development or early childhood education or business administration
  • Minimum five years of demonstrated professional experience leading and managing education in emergencies projects at township and village levels in Myanmar
  • Strong understanding of community development, gender issues, child rights, and children/youth development
  • Strong experience on organizational gender, safeguarding and PSHEA policies, and its practice
  • Reflects on their value system and takes account of their biases towards individuals (including children and programme participants) in all their diversity
  • Technical expertise in areas such as primary education, non-formal education, life skills and pre vocational training
  • M&E experience in the ECCD sector, ideally in areas of impact evaluation
  • Experience working with and supporting local partners and communities with training, awareness raising and facilitation of parenting education activities
  • Good English language skills, both verbal and written
  • Excellent communication and interpersonal skills
  • Proficient in computer skills
  • Ability to maintain strategic vision and link with everyday work
  • Proactive, demonstrates record of creativity and entrepreneurship
  • Demonstrate high degree of professionalism and integrity
  • Confident in taking initiative and exploring new opportunities
  • Willingness to travel to remote areas
