Head of Procurement and Supply Chain Management

Job Description:

Position Summary

Responsible for developing and implementing procurement strategies to ensure the cost-effective acquisition of goods and services. This pivotal role involves strategic sourcing, cost management, risk mitigation, supplier relationship management, compliance, team leadership, market analysis, contract management, continuous improvement, supply chain management and collaboration with various departments.

Responsibilities

  • Responsible for leading, developing and executing procurement strategic plans which will drive, cost effective, efficient and quality material and services in support of company’s requirements
  • Lead the whole procurement team (Network, ISIT, Market & Indirect, Procurement Governance) and supply chain team to achieve the company’s objective & requirements
  • Lead cross-functional teams to execute strategic sourcing projects for assigned category areas by assisting with sourcing strategy, negotiations, and supplier selection and overseeing project execution
  • Developing a procurement business plan for the organization and ensuring that’s it’s communicated
  • Forecasting ongoing demand for goods and services
  • Lead contract negotiations with top suppliers to secure consistent supplies and competitive prices
  • Acting as the main contact point for organizational procurement related activities
  • Recruit and nurture additional purchasing talent
  • Train and upgrade the procurement skills of the purchasing team
  • Plan and implement cost reduction programs that maintain quality and stakeholders’ requirements
  • Act as the point of contact for escalation and arbitration for relationship issues and contractual conflicts
  • Ensure the highest standards of procurement and supply chain management are adhered to whilst ensuring that legal, ethical and sound purchasing practices are followed
  • Lead the SLA (service level agreement) monitoring and advise the management for the decision making
  • Lead the procurement committee meeting with management team and update the procurement status and seek guidance from management
  • Act as Steering Committee approver and decision making at every contracting and purchases
  • Act as a finance management team member and drive & implement as per management direction
  • Create and implement best practice purchasing vision, strategy, policies, processes and procedures to achieve and improve business performance
  • Lead and guide the Supply Chain Management process such as import/export management, distribution management, warehousing management, order management, and logistics management
  • Lead the BCPs (Business Continuity Plans) related to procurement and SCM activities to protect an organization's critical operations, assets, and personnel

 

Job Requirements:

Required Qualifications & Skills

  • Bachelor’s or Master’s degree in business, MBA, Engineering, Finance, Business/Administration, Management, Supply Chain Management, Technical, Accounting
  • CIPS or Procurement certificate is an advantage
  • More than 15 years professional experience in procurement
  • Experience establishing large technology agreements and managing vendor relationships
  • Ability to implement vendor management programs
  • Experience with a wide base of expertise in many technical disciplines
  • Strong leadership skills and negotiation skills
  • Excellent analytical abilities
  • Proficiency in procurement software and tools
  • Deep understanding of supply chain management principles
  • Effective communication and interpersonal skills
  • Strategic thinking and decision-making abilities
  • Knowledge of contract law and vendor management

Working Time:

9:00 AM ~ 5:00 PM

Monday ~ Friday

Saturday & Sunday closed
