Job Description:

Position Summary:

Oversee all aspects of the project, leading strategic planning and decision making, providing technical guidance, overseeing activities of the sub-recipients, and supervising staff, also establish and maintain an integrated vision among different actors while ensuring adherence to all project objectives, performance requirements, and donor regulations.

Responsibilities

  • Design and direct program activities in consultation with donor and key stakeholders
  • Lead a team of technical experts, advisors, local partners, and other project staffs
  • Serve as the primary in-country point of contact with donor, partner organizations, local stakeholders, and other education donors and implementers
  • Ensure efficient and compliant management of financial resources
  • Provide overall technical and managerial leadership in developing and adapting strategies and project plans in view of changes in the internal and external operational environment
  • Work closely with technical advisors, local partners, and other key stakeholders to ensure that the project design is responsive to the needs of communities
  • Represent the organization with the relevant stakeholders, UN sectors and INGOs and working groups/networks
  • Lead the program’s strategic planning and implementation, including ensuring progress against approved annual work plans and performance reporting
  • Ensure that efficient systems to support all aspects of the program are in place and support the effective use of program resources in compliance with USAID regulations and the organization's policies
  • Develop a recording and reporting mechanism that generates timely and quality reports
  • Produce quarterly and annual programme reports for internals and externals including for CO managed grant reports
  • Maintain an overview of program budgets and ensure that Project Manager(s) develop timely solutions to project’s under and overspends in line with the organization’s policies and donor requirements
  • Ensure, through close collaboration with partners, the establishment and implementation of standards of accountability, effectiveness and efficiency
  • Directly/matrix manage the technical coordinators/specialists/implementation team who are based in Yangon/key project locations

Job Requirements:

Required Qualifications & Skills

  • Master’s degree or higher in international development, education, public policy, social sciences, or related field
  • 10 - 15 years of work experience in relevant field are preferable
  • Strong experience in building public private partnerships
  • Experience of managing USAID grants is desirable, previous experience with leading USAID funded projects (Asia, preferably in Myanmar)
  • Strong experience assessing and building capacity of local NGOs
  • Substantial experience working on potential result areas of the proposed activities
  • Proven leadership qualities, excellent program and personnel management skills
  • Positive interpersonal skills, sound management skills, good negotiating and problem solving skills
  • Proven strategic relationship management skills and advocacy skills
  • Conceptual and analytical skills, excellent people skills and team builder
  • Planning and monitoring, Coaching, mentoring, training and facilitation skills
