Head of Risk Management

Position Summary:

Responsible for overall strategic vision on the legal, risk and compliance of the bank and any other duties and responsibilities to be executed within his/her capacity.

Responsibilities

• Contribute to the strategic direction of the Bank through the development and implementation of Risk Management strategies, policies and procedures in support of the Bank’ s business goals
• Develop Risk Management policy for the bank concerned sections and decision support tools for business and consumer credit
• Propose and promote a common risk culture and awareness to be accepted throughout the bank, in particular by the Bank’s Risk, Credit and Operation department
• Set objectives for measuring, monitoring, evaluating and mitigating the risk exposure of the bank and ensure that they are reported in a timely manner to regulatory entities and the management of the Bank
• Supervise the Risk Management department in delivering high quality and professional service to the Bank and the clients in the field of risk management
• Overall responsibility for the compliance duties, responsibilities and obligations of the organization including direction, strategic development, performance and maintenance
• To implement the AML/CFT guidelines and compliance to include legal/statutory, professional duties, responsibilities and obligations
• Achieve compliance management systems in accordance with organization plans and adherence to legislation and agreed regulatory bodies’ processes and procedures
• Support to plan, design and implement Operational Risk Management (ORM) policy and procedures, implementation of IRM Framework and the relevant processes/ procedures for the organization, approved by the Board, as recommended by the Audit, Risk and Compliance Committee, which includes proper implementation of risk classification and risk management systems
• Conduct Risk and Control Self-Assessments (RCSA) for all the departments and relevant processes to identify the inherent and residual risk of the organization in terms of operational risk. Based on the RCSA results make recommendations to mitigate the residual risks
• Develop required data capture formats and registers for operational risk incident monitoring and management. Commence compiling operational risk incidents, report such incidents to management and ensure that proper implementation of corrective actions by the relevant business unit/ process
• Develop and lead corporate legal strategy to promote and protect the bank’s matters by fully utilizing the knowledge of financial institutions policies and procedures
• Oversee the delivery of legal services and resources to accomplish corporate goals, strategies and priorities while aligning with Myanmar Financial Institutions Law, regulations, directives, instructions and guidelines issued by the Central Bank of Myanmar
• Advise the CEO and senior executives on a variety of legal, risk and compliance related issues
• Manage a team of corporate counsel and other members of the legal department
• Read and interpret government, financial rules and legal documents based on the banking rules and regulations

Job Requirements:

Required Qualifications And Skills

• A Bachelor’s Degree in Business Administration, Economics, Finance or any related field
• Over 5 years’ experience in a regulated environment with the professional services sector and 2 years’ experience in risk management level
• Analytical skills and a good eye for detail
• Planning and organizational skills
• Good communication and presentation skills
• Strong background in finance, economics, law, risk management, statistics
• Ability to make decisions fast and establish rules on risk management
• Detail-oriented, able to identify solutions, provide clear guidance and self-motivated with influencing skills
