Program Unit Manager

Job Description:

Responsibilities

  • Cultivate a cooperative and positive working environment for all staff members at the PU to ensure staff satisfaction and psychological security
  • Organize in developing the strategic design and resource mapping by coordinating with all project managers to ensure PU has a comprehensive assessment of needs and gaps in target areas
  • Provide the updated local context, quality analysis of assessments in programming intervention areas to program design and program quality (PDPQ) team for quality proposal development
  • Provide direct line management to Deputy Program Managers, Project Managers and to ensure their needs and work with them to identify address challenges 
  • Establish, develop and maintain relationships with key stakeholders to ensure the organization maintains the acceptance from State level key stakeholders
  • Provide direct line management, resourcing and structural design to operations team at the PU to ensure proper supports to all project implementations
  • Maintain information management system that allows for efficient communication and information sharing between country office (CO) team and PU (including government and internal reporting)
  • Lead and provide strategic direction in the application of partnership strategy to complete the partnership assessment and to identify the required room for capacity development
  • Ensure all staff in the PU have a working understanding of gender equality and inclusion in their programs and are providing sufficient resources to meeting gender objectives in their work such that gender integration remains a key priority for all project managers
  • Provide leadership to ensure all projects having current conflict analysis in place and to ensure projects comply with DNH principle

Job Requirements:

Required Qualifications And Skills

  • Proven experience in coordination with local authorities and all key stakeholders, working with UN agencies, INGOs and local NGOs / CSOs
  • Excellent networking and representation skills in both local and international platforms
  • Understanding of humanitarian principles and ability to articulate how they have complied and implemented them in the past
  • At least 5 Years of experience in management level at humanitarian and development sectors 
  • Ability to use the application of Microsoft Office Suit and email
  • Ability to organize assessment, research and evaluation fragile environment
  • Ability to develop technical input and draft outline for interventions for project proposal (logical framework and cost estimation for budget preparation)
  • Strong understanding or organizational development and partnership approaches
  • Ability to write the donor reports and to discuss the project update in English language
  • Ability to maintain information management systems that support M&E project frameworks
  • Previous experience with field activity coordination and project management cycle implementation in the humanitarian and development sectors
  • Ability to negotiate and communicate with local / village leaders
  • Ability to manage multiple budgets of grant projects at the tight deadlines
  • Experience with gender mainstreaming, child safeguarding and child-protection mainstreaming
  • Experience in conflict sensitivity programming and DNH approach
  • Strong understanding of the Core Humanitarian Standards

Working Time:

8:30 AM ~ 5:30 PM

Monday ~ Friday

Saturday & Sunday closed
