[Position Closed] Procurement & Supply Chain Director

Job Description:

Responsibilities

  • Endure Ethical practices in procurement and ensure documentation is transparent & auditable
  • To organize, lead and manage all purchase relevant activities in the entire Purchase to Pay cycle
  • Meet the Project budget, be responsible for Cost control & optimization by means of good procurement management
  • Ensure Operational Continuity is maintained by ordering in advance to match the rollout targets
  • Strategy planning, contracts drafting and review, sourcing and procurement at a global scale, driving down costs in the procurement cycle, Supplier development, negotiations, Inventory management, assuring delivery on schedule, and stakeholders’ relationship management
  • Deadline-oriented, strategy-driven and committed to cost savings target
  • Support operation requirements by ensuring correct sourcing and delivering the right product at the right price at the right time
  • Effective and proactively liaison with other departments and business owners to forecast, plan and to meet the procurement requirement
  • Perform all Procurement process starting from Prequalification, Tender Management, Negations and Awarding
  • Lead and manage the preparation/review/amend the company’s standard form of Contractual documents in conjunction with the Company’s Legal department
  • Manage and lead RFQ’s per tendering guidelines and Supplier Selection Process
  • Application of purchasing strategies, Sub-Contractor management right from the stage of build to maintenance
  • Validate orders, Follow up with supplier/team for delivery of material
  • Invoice checking & verifying for variation order of Civil & Power, issue an exception report
  • PO’s checking on daily basis & highlighting to procurement in case of any deviation from rate cards
  • Follow up on standard rate implementation & exception report issuance daily/monthly
  • Follow up with supplier/team for getting the invoice & packing list for applying the import permit through Custom
  • Coordination with Custom Clearance Agent for Import Permit, duty exception n & custom clearance
  • Follow up with warehouse team for details of material received & dispatched & GRN & GDN report
  • Endure data accuracy and appropriate flows amount all warehouses and monitor properly stock levels and orders
  • Reconciliation and aligning site materials transferred to ERP with Inventory based
  • Posting all transaction in ERP on time, setting ERP system control & follow up team
  • Monitor exceptions reports so that to ensure that procure to pay process and flow to inventory is automated and controlled
  • Managing the efficient receipt, storage, and dispatch of tower & power material from the warehouse
  • Developing and implementing SOPs for the warehouse always review existing ones for enhancements
  • Site fixed asset Register, Control of flow with O&M vendors and sites
  • Developing process and procedures for all warehouse functions
  • Ensure implementation of Supplier Evaluation and Development Process relate to Procurement function
  • Complete documentation of entire procurement management in the form of recorded minutes
  • Cross functional interaction-Procurement, Project, Engineering, Vendors, Finance, etc.

Job Requirements:

Required Qualifications and Skills

  • Bachelors of Engineering/ Bachelor’s Degree with Supply Chain/Procurement/Project Management
  • At least 20-25 years’ experience and knowledge in projects preferably telecom/construction/oil & gas, etc.
  • Strong and proven interpersonal skill and a team player
  • Excellent negotiation skills, people management skills and competencies
  • Demonstrate sound interpersonal and communication skills in English
  • Computer Literate & email communication skills
  • Experience in sourcing from local & international vendors
  • Contract drafting knowledge will be an added advantage
  • Ability to gather facts and statistics and make financial calculations for planning and other uses
  • Accuracy and good attention to detail
  • Ability to work under pressure and with tough deadlines
  • Awareness on organisational culture and climate
  • Strong understanding of local law and practices
  • Closure with all records and documentation as per company process
  • Strong understanding, Proficiency of SAP, ERP and CRN Software & English Language
  • Experience in warehouse management techniques
  • Relevant experience in materials handling & Management
